I have the honour to inform you that shortly before Sir Frederick Lugard's departure an application was received fra Dr. J. Bel Superintendent, Civil Hospital and Lunatic Asylums, for an increase of

salary.

2. Dr. Bell reached the maximum salary of his appointment

of Assistant Surgeon in 1902, and in the following year he was appoint-

-ed Superintendent of the Civil Hospital without extra pay. This post may be compared to that of the Senior Medical Officer, General Hospital, Singapore, the sterling salary of which is £780-£900, with probably a duty allowance now of £120 or thereabouts. In Singapore, however, there are two and sometimes three ledical Officers residing at the hospital, while Dr. Bell has only one Assistant and is also responsible

for the small Lunatic Asylum, and the laternity Hospital, and for the

issue of stores to the Victoria Hospital,, Infectious Disease Hospital, Gaol Hospital, Tung Wah, besides having other duties in connection

with all the Government Hospitals.

In his despatch No. 87 of the 12th. Larch, 1912, Sir Frederick Lugard has already recommended that Dr.. Bell should receive a dut, allowance of £120 if he assumes the duties of P.C.L.0, or Superintendent of Hospitals on Dr. Atkinson's retirement. I am, however, of opinion that apart from this Dr. Bell has hade out a case for an increase of salary. I recommend, therefore, that for the present, and as a purely temporary measure, he should be granted a personal pension- -able allowance of $1,200 with exchange compensation, and that in the event of his appointuent to be Superintendent of Hospitals on Dr. Atkinson's retirement his emoluments should be subject to revision on the lines proposed by Sir F. Lugard. In support of my recommendation that the allowance should be pensionable I would point out that Dr. Bell will attain the age of retirement, 55, in November, 1914, and that a non-pens ionable increase would therefore be of little real benefit
